Die vorliegende Arbeit widmet sich den Reaktionsmöglichkeiten, welche die Rechtsordnung der Europäischen Union ihren Organen zur Sicherung der in Artikel 2 EUV kodifizierten Werte zur Verfügung stellt. Die Europäische Union wird hierbei in ihrer Eigenschaft als Wertegemeinschaft, die sich insbesondere auf demokratischen, rechtsstaatlichen und menschenrechtlichen Zielen und Vorstellungen gründet, beleuchtet. Neben der Analyse der Werteklausel nach Artikel 2 EUV setzt sich die Arbeit im Kern sowohl mit den präventiven als auch repressiven Instrumenten des unionalen Primär- und Sekundärrechts zur Sicherung des Wertekanons auseinander. Im Wege eines systematischen Vergleichs erfolgt abschließend eine Bewertung der verschiedenen Handlungsmechanismen.

2009 ratifizierte Deutschland die UN-Behindertenrechtskonvention und verpflichtete sich damit gesetzlich zur Umsetzung von Inklusion in allen Lebensbereichen. Im Bereich Bildung kommt Schulbegleitung als Maßnahme zur Umsetzung schulischer Inklusion eine besondere Bedeutung zu. In diesem Buch werden die aktuelle Umsetzung schulischer Inklusion in Deutschland kritisch eingeordnet, die Maßnahme Schulbegleitung differenziert dargestellt sowie Strukturen und Dynamiken der professionalisierungsbedürftigen Praxis von Schulbegleitung sowohl theoretisch als auch empirisch untersucht. Ausgehend von einer rekonstruktiven Sozialforschung (Videographische Aufzeichnung | Sequenzanalytische Auswertung) erweitern und bereichern die Forschungsergebnisse den aktuellen wissenschaftlichen sowie bildungspolitischen Diskurs hinsichtlich schulischer Inklusion im Allgemeinen und der Maßnahme Schulbegleitung im Besonderen.

Die einzigartigen Natur- und Kulturlandschaften von Schutzgebieten sind weltweit bedeutende Destinationen für Tages- und Übernachtungsgäste. Die Ausgaben von Besuchern erzeugen ökonomische Effekte und sichern so regionale Wertschöpfung und Beschäftigung. Zur Analyse dieser regionalökonomischen Effekte des Tourismus in Schutzgebieten stehen heute verschiedene Methoden zur Verfügung. International ist die Input-Output-Analyse das etablierte Standardverfahren in mehreren Monitoringsystemen. Die Schutzgebietsforschung in Deutschland hat sich hingegen auf die Wertschöpfungsanalyse spezialisiert und geht dabei von generellen Annahmen der touristischen Multiplikatorwirkung aus. Vor dem Hintergrund einer Adaption an internationale Standards wird erstmals eine Input-Output-Analyse der regionalökonomischen Effekte des Tourismus in deutschen Schutzgebieten durchgeführt. Berechnungen auf Grundlage eines Input-Output-Modells liefern für das Fallbeispiel Biosphärengebiet Schwarzwald regionale und branchenspezifsche Multiplikatoren. Die Ergebnisse werden zum einen mit einer Input-Output-Analyse des Nationalparks Schwarzwald und zum anderen mit einer klassischen Wertschöpfungsanalyse verglichen. Darüber hinaus ermöglicht die Anwendung eines multiregionalen Ansatzes die Analyse der touristischen Multiplikatorwirkung in der gesamten Naturparkregion Schwarzwald Mitte/Nord und Südschwarzwald.

This volume documents the presentations of a multilingual online conference on "Digitalization as a challenge for justice and administration" held in March 2022. The contributions of the international team of authors provide insights into central issues of this highly relevant subject from African, Japanese, U.S., Swiss, Latin American and German perspectives. The result is a multifaceted picture of digitalization in the context of public, private and even criminal law.Este volumen documenta las presentaciones de una conferencia multilingüe en línea sobre "La digitalización como reto para la justicia y la administración" celebrada en marzo de 2022. Las contribuciones del equipo internacional de autores ofrecen una visión de las cuestiones centrales de este tema de gran actualidad desde las perspectivas africana, japonesa, estadounidense, suiza, latinoamericana y alemana. El resultado es una imagen multifacética de la digitalización en el contexto del derecho público, privado y penal.Der vorliegende Tagungsband dokumentiert die Vorträge einer im März 2022 durchgeführten multilingualen Online-Konferenz zur "Digitalisierung als Herausforderung für Justiz und Verwaltung". Die Beiträge des internationalen Autorenteams vermitteln Einblicke in zentrale Fragestellungen der hochaktuellen Thematik aus afrikanischer, japanischer, US-amerikanischer, schweizerischer, lateinamerikanischer und deutscher Perspektive. Dabei ergibt sich ein facettenreiches Bild zur Digitalisierung im öffentlich-rechtlichen, privatrechtlichen und auch strafrechtlichen Kontext.

In this thesis, we are interested in numerically preserving stationary solutions of balance laws. We start by developing finite volume well-balanced schemes for the system of Euler equations and the system of Magnetohydrodynamics (MHD) equations with gravitational source term. Since fluid models and kinetic models are related, this leads us to investigate Asymptotic Preserving (AP) schemes for kinetic equations and their ability to preserve stationary solutions.In an attempt to mimic our result for kinetic equations in the context of fluid models, for the isentropic Euler equations we developed an AP scheme in the limit of the Mach number going to zero. The properties of the schemes we developed and its criteria are validated numerically by various test cases from the literature.

Can cultural studies attend to the problems of our globalized world? Or is this project of "engaged scholarship" too deeply rooted in the parochial terrain of the national?This collection of essays - the first volume in the new JMU Cultural Studies publication series - attends to this vital yet difficult question. Based on joint seminars bringing together emerging scholars from Germany and India, the contributions confront "classic texts" from US-American, British, and Indian cultural studies with the specific concerns and contemporary perspectives of the authors. The collection thus tests the potentials of the tradition to speak to the transnational as well as the national environments of the very present. Emphasis is placed on Marxist and feminist legacies, which are then projected into the domains of contemporary disability, food, and film studies.

The Seville Strategy spurred a signifi cant paradigm shift in UNESCO's MAB Programme, re-conceptualising the research programme as a modern tool for the dual mandate of nature conservation and sustainable development. However, many biosphere reserves failed to comply with the new regulations and in 2013 the 'Exit Strategy' was announced to improve the quality of the global network.This study presents a global assessment of the implementationof the quality enhancement strategies, highlighting signifi cant differences worldwide through 20 country-specifi c case studies. It concludes that the strategies have been fundamental in improving the credibility and coherence of the MAB Programme. Challenges in the implementation were not unique to individual countries but were common to all Member States with pre-Seville sites, and in many states the process has led to a rejuvenation of national biosphere reserve networks.

Why are some nations rich and others poor? What are the sources of long-run economic development and growth? How can living standards be increased? In this book, Klaus Gründler empirically analyses these central economic questions and puts a particular emphasis on the role of technology, inequality, and political institutions. To substantiate his empirical studies, he introduces a new method to compute composite measures and indices that is based on mathematical algorithms from the field of machine learning.
