With Vlad's access to an unlimited expense account Encroach Rogue begins phase II of its mission by planting itself next to one of the largest Uranium deposits on Earth. Along with the Uranium was a rarely spoke of U.S> Military Installation that mostly functioned inside a mountain. Next was the process of establishing positions as public officials believing this would deepen their cover. It was decided they would build their own town. Run the bank, law enforcement, the church and whatever else looked to be of some advantage. At this point the rest cannot be told without giving up too much information.
