From early 2020 for a period of two years at the end of which this book was written, air transport suffered unprecedented setbacks due to the COVID-19 pandemic. Although the pandemic may eventually fizzle out into another flu like occurrence, the restraint with which air transport services were offered would remain with us for a while with some practices being sustained, particularly those pertaining to public health. One of the main areas of air transport that was and will be affected significantly by the changed circumstances - is facilitation - a subject that is regulated by the Chicago Convention of 1944 and its Annex 9. This book looks in depth at the Annex as it will be applied in a post pandemic world, against its legal, socio-political, and economic impacts, addressing the Standards of the Annex on clearance of aircraft; entry and departure of passengers; and the carriage of cargo. It also discusses some critical aviation events in 2020 and 2021 that occurred as they relate to facilitation of air transport. Some of the key areas discussed are the role of ICAO; issues of public health as they relate to air transport; security of travel documents; smuggling of persons; digital technology and rights of the passenger; unruly passengers; carriage of disabled passengers; relief flights and repatriation flights; and facilities at airports.

Nachhaltigkeit im Tourismus erfordert immer auch ein Besuchermanagement, das auf Kapazitätsgrenzen und qualitativ tolerierbare Besucherdichten Rücksicht nimmt. Ein erster Schritt dabei sind datenbasierte Besucherstromanalysen. Langfristiges Ziel ist die Entwicklung von evidenzbasierten Maßnahmen zur Besucherlenkung, die sich nicht nur an einzelnen subjektiven Eindrücken orientieren, sondern mit einer fundierten und validen Datenbasis begründet werden können. Auf diese Weise sollen Besucherlenkungsmaßnahmen wirklich dort ansetzen, wo es ohne Interventionen zu unerwünschten Effekten kommt. Der vorliegende Arbeitsbericht bietet eine Hilfestellung bei der Arbeit an Besucherstromanalysen und der Entwicklung von Interventionen für eine nachhaltige Besucherlenkung. Er entstand im Rahmen des Projektes Qualitätstourismus im Alpenraum, welches im grenzüberschreitenden Programm Interreg Bayern-Österreich gefördert wurde. Damit wurde eine fundierte Basis geschaffen, um Interventionen für die Lenkung von Besucherströmen systematisch zu entwickeln, um damit einen Beitrag für einen nachhaltigen Tourismus im Alpenraum zu leisten.

Durch die Nutzung der bereits implementierten VDV Kernapplikation in Kombination mit den Terminals in Bussen, Zügen und anderen Transportangeboten werden die Fahrtdaten von Kunden ermittelt und der Fahrtpreis automatisch berechnet. Hauptsächliches Ziel des Projektes ist es, eine reibungsfreie und unkomplizierte Interoperabilität zwischen Verkehrsverbünden zu schaffen, ohne die Nutzer in den sogenannten Tarifjungel einzuweisen, der aufgrund der Vielzahl an Dienstleistungsanbietern existiert. Weiter können ermittelte Daten zur konkreten Nutzung von Transportmitteln zur Verbesserung des Angebotes genutzt werden, was allerdings in Konflikt zum Bundesdatenschutzgesetz steht. Durch die starke Vereinfachung der Bezahlvorgänge soll die Akzeptanz des ÖPNV vor allem von Gelegenheitsnutzern gesteigert werden, wodurch sich die Anzahl an Fahrten und Kunden für die Verkehrsunternehmen erhöht.Anhand dieser Kriterien soll ein Transportdienstleister entscheiden, ob eine Implementierung eines Systems nach dem eTicket Standard wirtschaftlich ist. Das ist aufgrund der Art von Angeboten, Kundenanzahl und dem Einflussgebiet der jeweiligen Dienstleister stark unterschiedlich und kann daher nicht verallgemeinert werden. Am Ende dieser Arbeit folgt ein Fazit, das die Pro- sowie die Kontraseite des eTicket Konzeptes beleuchtet.
