This is the third in a series of three volumes of proceedings of the 23rd Pacific Basin Nuclear Conference (PBNC 2022) which was held by Chinese Nuclear Society. As one in the most important and influential conference series of nuclear science and technology, the 23rd PBNC was held in Beijing and Chengdu, China in 2022 with the theme ¿Nuclear Innovation for Zero-carbon Future¿. For taking solid steps toward the goals of achieving peak carbon emissions and carbon neutrality, future-oriented nuclear energy should be developed in an innovative way for meeting global energy demands and coordinating the deployment mechanism. It brought together outstanding nuclear scientists and technical experts, senior industry executives, senior government officials and international energy organization leaders from all across the world. The proceedings highlight the latest scientific, technological and industrial advances in Nuclear Safety and Security, Operations and Maintenance, New Builds, Waste Management, Spent Fuel, Decommissioning, Supply Capability and Quality Management, Fuel Cycles, Digital Reactor and New Technology, Innovative Reactors and New Applications, Irradiation Effects, Public Acceptance and Education, Economics, Medical and Biological Applications, and also the student program that intends to raise students¿ awareness in fully engaging in this career and keep them updated on the current situation and future trends. These proceedings are not only a good summary of the new developments nuclear science and technology, but also a useful guideline for the researchers, engineers and graduate students.

As stated in our website, the Journal is focused on "addressing the security and resiliency threats faced by US critical infrastructure sectors and the corresponding resiliency challenges of jurisdictions that rely on these infrastructures . . . each sector is considered so vital that its incapacitation would have a debilitating effect on the country's security, economic viability, public health and safety or other adverse outcomes." These goals are consistent with those of the InfraGard National Members Alliance (INMA), whose mission is to protect "US critical infrastructure and the American people by cultivating communications, collaboration and engagement between the public and private sectors; the Alliance unites the knowledge base, work and resources of these stakeholders to mitigate threats to national security, improve resilience, and strengthen the foundation of American life." Keep Your Child Busy With Hours of Super FUN Mazes! A complete maze experience with: - Mazes with colorable characters and illustrations- Fun themes make solving mazes exciting- Increasing difficulty levels- With real world logic: Bring the chicken home, help the family get to the bus, help the dog get to the bone and more.- Improve hand eye coordination, dexterity and muscle memory>The amazingly fun mazes and activities in this book are designed to provide an enjoyable and fun learning experience for children of all ages from preschool, nursery and even beyond. Solving maze activities can be a crucial yet fun part of your kid's development, they help in nurturing the development of your child's brain, thought processes, problem solving skills, IQ and intelligence by having your child map out the best path to reach the goal in every activity. Constant practice helps nurture the mind and build hand eye coordination, problem solving skills, muscle memory and dexterity. Each maze is lovingly designed with cute characters and illustrations that your child can color in that are sure to keep your kid engaged. Mazes have increasing difficulty to get your child easily started off with the logic of maze solving and progressing to more challenging mazes as your child gets more experience. Real world logic is incorporated in the mazes, examples are: help chicken to the coop and bring the ball to the hoop. Real world logic helps anchor the activities to real life situations and can be experience for your child.

Engaging Communities for High Impact Threats to Critical Infrastructure provides transcripts of the 2015 InfraGard National EMP SIG(TM) (EMP SIG)(TM) sessions at the Dupont Summit and additional materials from the subsequent months. This includes reports from the federal government on the new National Space Weather Strategy, DoD's pronouncement of inadequately protected power grids needed by military bases resulting in the need for EMP-protected microgrids, and the EMP SIG sessions at the Space Weather Workshop of NOAA on April 27, 2016. InfraGard EMP SIG Publications Beginning December 2015, the EMP SIG developed a planning guide named Powering Through for organizations to use to enhance their own continuity of operations and disaster plans in light of the new National Space Weather Strategy and manmade EMP and cyber threats. Work is planned for 2016 for an expanded second edition. Copies can be ordered at: https: //www.empcenter.org/publications/planning-guide/ This complements the Triple Threat Power Grid Exercise also published by Westphalia Press and Amazon in the prior year. Information on these planning materials and upcoming activities can also be acquired by contacting the EMP SIG at igempsig@infragardmembers.org. To join InfraGard and the EMP SIG, begin the application procedure on the home page of InfraGard.org. About the InfraGard National EMP SIG The InfraGard National EMP SIG(TM) was formed in July 2011 for the purpose of sharing information about catastrophic threats to our nation's critical infrastructure. The ultimate goal of the EMP SIG is to assist local communities to enhance their own resilience with a special emphasis on developing protected local infrastructure ranging from local power generation and energy storage to water and food production. On October 3-6, 2011, the EMP SIG cohosted workshops and exercises at the National Defense University at Ft. McNair in Washington, D.C. and the Johns Hopkins Applied Physics Laboratory in Laurel, MD examining scenarios of national level power grid failures due to extreme space weather. Since then, the EMP SIG led sessions at the Policy Studies Organization's annual Dupont Summit on the first Friday of December. Infrastructure professionals may join InfraGard at InfraGard.org.

About this Workshop and Tabletop Exercise Package: This InfraGard National Electromagnetic Pulse Special Interest Group (EMP SIG) exercise package facilitates discussions, planning and preparation for catastrophic events involving the electrical grid and the cascading impacts to other critical infrastructure and the community. It includes three separate scenarios to examine how different causes of grid failure can affect local communities and warrant preparedness efforts. For a facilitator's guide contact the EMP SIG at: igempsig@infragardmembers.org White House National Science & Technology Council Recommendations from the Second Goal of the 2015 National Space Weather Strategy: - "Complete an all-hazards power outage response and recovery plan: -- for extreme space weather event and the long-term loss of electric power and cascading effects on other critical infrastructure sectors; - Other low-frequency, high-impact events are also capable of causing long-term power outages on a regional or national scale. - The plan must include the Whole Community and enable the prioritization of core capabilities." - "Develop and conduct exercises to improve and test Federal, State, regional, local, and industry-related space weather response and recovery plans: Exercising plans and capturing lessons learned enables ongoing improvement in event response and recovery capabilities." For more information about White House NSTC recommendations see: http: //www.dhs.gov/national-space-weather-strategy About the InfraGard National EMP SIG: The EMP SIG was formed in July 2011 for the purpose of sharing information about catastrophic threats to our nation's critical infrastructure and encouraging local communities to become more resilient. Threats include extreme space weather, manmade electromagnetic pulse (EMP), cyber-attacks, coordinated physical attacks, and pandemics. On October 3-6, 2011, the EMP SIG instigated and cohosted workshops and exercises at the National Defense University at Ft. McNair in Washington, DC and the Johns Hopkins Applied Physics Laboratory in Laurel, MD examining scenarios of national level power grid failures due to extreme space weather. In December 2014, the EMP SIG led a workshop and tabletop exercise at the National Guard Association of the US to look at grid collapse scenarios due either to space weather, EMP or cyber attacks from which this package was developed.
