The global financial obstacle between rich and poor states illustrates the new form of colonialism and slavery. Today, states are dominated by their financial incapacity. In this sense, in the global world, the separation into blocs has lost its meaning in the face of financial power. There are no longer extreme socialist or capitalist countries. There are no blocs of allies based on political orientation. Today, alliances are made through buying and/or selling power. They are relationships of creditors and debtors. They are economic-financial relationships. The world lives under the command of the new pharaoh: the neoliberal god. The logic of the financial obstacle is denounced as one of the factors preventing the economic independence of poor countries. Well, economically poor countries like Mozambique don't have the political, scientific or technological capacity to compete with richer countries, which perpetuates global asymmetries and exacerbates dependence on foreign aid.
