    MAJ Terrance Latson served as the battalion logistics officer (S4) with the 2nd Forward Support Battalion (FSB) of the 2nd Infantry Division (ID) in 2004 and 2005 at Forward Operating Base (FOB) TQ, and as company commander of the 226th Quartermaster Company in 2007 and 2008 at FOB Q West, both in support of Operation Iraqi Freedom (OIF). In this November 2010 interview, MAJ Latson discusses his pre-deployment training and its gaps, some of the challenges of deploying pre- and post-modularity, and how he directed the training for his second deployment as the company commander. MAJ Latson concludes his interview with the suggestion, "You can no longer train for your conventional tasks. Do not just allow your Stryker Brigades, your heavy brigades, and your infantry brigades to go to a training center. Allow units who are already training an opportunity to get away from the flagpole and actually conduct training at a CTC. Give that commander an opportunity time to make an assessment on what his/her Soldiers [can do] versus conducting that training at home station. I think that would be a good investment. For example, there is no sustainment brigade that goes to NTC or JRTC with the exception of the leadership-training program. How does a brigade actually train to support if they're taking an administrative approach to training; if they're not putting Soldiers on the road and through scenarios and really testing them on how they're going to react in those scenarios?"

Engineering analysis tools being developed to support system level trades and vehicle propulsion system designs are also cited. Finally, prioritized technology development risks identified for Constellation cryogenic propulsion systems are presented, and future efforts to address those risks are discussed.

    In response to a congressional request, GAO discussed the transportation factors associated with four alternatives for relocating plutonium processing operations from the Rocky Flats, Colorado, plant to other Department of Energy (DOE) locations, focusing on: (1) Sandia National Laboratory's consideration of human error in estimating risks; (2) testing of DOE transportation containers; (3) continued radiological risks to Rocky Flats workers; (4) possible relocation sites; (5) origins of waste and scrap materials; (6) the adequacy of the DOE transportation fleet; and (7) the use of Nuclear Regulatory Commission data in estimating the economic consequences of a transportation accident. GAO found that: (1) Sandia did not consider potential human error in estimating the risks associated with shipping the plutonium because a staff member believed that it would not affect the risk calculations; (2) contractor personnel at the Rocky Flats plant had not adequately tested the durability of the container used for transporting oxides, since they believed that container inspection procedures would detect any problems; (3) radiological risks to workers at Rocky Flats would continue because relocation alternatives would not eliminate all operations involving plutonium at the plant; (4) although DOE considered relocating plutonium operations to an Idaho site, the site did not have plutonium processing capabilities; (5) Rocky Flats would continue to generate waste and scrap material from its existing operations, while materials pretreatment processes associated with moving some operations elsewhere would generate additional scrap materials; (6) increased material shipments to alternative locations could require five additional safety vehicles and personnel; and (7) Sandia used data pertaining to the four alternatives GAO reviewed to calculate the economic consequences of a transportation accident.

    This study examines dynamics in poverty and food insufficiency using newly available longitudinal data from the 1993 panel of the Survey of Income and Program Participation (SIPP) and the follow-on Survey of Program Dynamics (SPD). The study uses these data to characterize the incidence and dynamics of poverty and food problems for the entire U.S. population and for different subgroups. It also estimates multivariate, discrete-choice regression models to examine the factors associated with transitions into and out of poverty and food insufficiency, and it analyzes the empirical results in the context of a life-cycle model of income and food consumption. Results indicate that the incidence of food insufficiency in the United States is low-less than 3 percent in 1997. There also appears to be little persistence in food problems; 79 percent of people in households with food problems at the start of the study period were in households without problems 2 years later. The multivariate results indicate that female-headed households face an especially high risk of being food insufficient. Low levels of asset income, an indicator of a household's ability to spread consumption over time, are also associated with food sufficiency problems.

    Pursuant to a congressional request, GAO: (1) evaluated the Federal Aviation Administration's (FAA) methodology for assessing security at foreign airports, focusing on those airports at high risk of terrorist and other criminal activities; and (2) provided information on how the Department of State used its Anti-Terrorism Assistance Program funds to enhance foreign airport security. GAO found that: (1) FAA revised its foreign airport assessment guidance in 1987 to promote more comprehensive documentation of compliance with International Civil Aviation Organization (ICAO) standards, an inspection team approach, and increased rapport between inspectors and foreign security officials; (2) FAA inspectors interviewed various foreign government, airport, and security officials, observed various security measures, and toured airport perimeters to assess airport security; (3) FAA inspectors did not test the operational effectiveness of security systems or observe and evaluate the security tests conducted by foreign airport officials; and (4) FAA conducted about 600 assessments of 200 airports during 1986 and 1987, concluded that most airports met ICAO standards, and suggested 100 security enhancements at 33 of the 54 highest-threat airports. GAO also found that: (1) through fiscal year 1987, State's Anti-Terrorism Assistance Program provided aviation security training to about 500 persons from 19 countries and provided aviation security equipment worth $2.8 million to 18 countries; and (2) State generally provided such training through requests from foreign governments, since FAA did not formally notify State of specifics on training needs identified during security assessments.

    GAO reviewed the Department of State's transportation loan program, which finances the transportation of refugees from temporary asylums overseas to the United States through a revolving loan fund, administered by the Intergovernmental Committee for Migration (ICM), which is an international organization based in Switzerland. GAO found that, before leaving their asylum countries, refugees sign interest-free promissory notes to repay their transportation costs. However, GAO found that, from 1951 through 1984, only about 20 percent of the amount loaned to refugees had been repaid. The low repayment rates have required State to replenish the revolving loan accounts with over $30 million for additional appropriations in 1983 and 1984, and State has estimated that it will cost approximately $50 million in 1985. Without significant changes in the repayment rates and annual refugee admissions, similar funding levels will be required to keep the program operational. GAO found that the low collection and repayment rates have resulted from inefficient collection methods used by voluntary agencies and the lack of law enforcement. Although most voluntary agencies are improving their loan collection procedures and systems, they are still experiencing problems with maintaining current billing addresses for refugees due to their continual changes of residence. GAO found that the lack of enforcement has been due to the reluctance on the part of the parties associated with the program to enforce repayment of the debts. ICM has questioned the validity of the notes, and State and the voluntary agencies have been uncertain as to whom the debt is owed. Furthermore, many refugees either refuse to acknowledge their debt obligation or to make any payments. Therefore, GAO found that enforcement may require changes in the language and the administration of the loans.
