Der Autor untersucht, welche Beteiligungsrechte den mitgliedstaatlichen Parlamenten aufgrund ihrer demokratischen Rückbindung an den Bürger zustehen. Der daran anknüpfende Hauptteil widmet sich dem Recht der Bürger auf den Zugang zu Dokumenten.
