Weiterhin soll untersucht werden, wie sie ihre Macht verloren hat und sich letztendlich im April dieses Jahres auflöste. Für ein besseres Verständnis des Prozesses wird zuerst die Entstehung des baskischen Nationalismus beschrieben, der eine wesentliche Rolle für die große Bedeutung der ETA besitzt. Daraufhin wird die allgemeine Entwicklung der ETA näher betrachtet, um dann näher auf die Akteure in diesem Konflikt und deren Handlungen einzugehen. Zu diesen zählt die ETA selbst, die baskischen Parteien, allen voran der PNV, der spanische Staat in seiner Gesamtheit aus Exekutive, Legislative und Judikative und der baskischen Bevölkerung. Ebenfalls wirkt sich die Wirtschaft auf den Einfluss der ETA aus, weswegen auch diese untersucht werden muss. Zuletzt wird schließlich ein Fazit gezogen, wie es gelungen ist, die ETA niederzuringen. Terrorismus bildet für die europäischen Staaten eine dauerhafte Gefahr und Herausforderung. Heutzutage handelt es sich dabei meist um transnationalen Terrorismus von nicht staatlichen Akteuren, wie dem islamischen Staat oder Al-Quaida, welche für Attentate auf dem europäischen Kontinent verantwortlich sind. Diese moderne Art des Terrors ist gekennzeichnet durch grenzüberschreitende Aktivitäten, die von heimatlosen Gruppierungen verübt werden.
