This book first provides a comprehensive guideline for future disaster-resistant city planning in large cities in disaster-prone countries such as Japan. It is a compilation of knowledge and know-how obtained through the author's work in the national government for one and half years in the Earthquake Reconstruction Headquarters, right after the Great Hanshin-Awaji Earthquake on 17 January 1995. The author has carefully examined the various ad hoc measures taken just after the earthquake, which were criticized because they did not work as well as expected. Additionally, he has examined the later revisions in disaster and risk management systems made at the levels of local and national governments through experience in the Hanshin-Awaji Earthquake, to which the author had long been committed. The author argues that the rescue activities, rehabilitation, and reconstruction plans for disaster countermeasures implemented once a disaster has occurred and the city planning established in ordinary times should be extremely tightly connected with each other. City planning that subsumes rescue activities, rehabilitation, and reconstruction plans against what ought to have happened would critically improve the capability of crisis management and, consequently, protect life and property once a disaster has occurred. Such city planning eventually creates disaster-resistant cities. This book assumes readers to be graduate students who study city planning. It is also beneficial for practitioners and policy makers who are in charge of the construction of disaster-resistant cities at the national and local levels of governments, especially in disaster-prone countries.

This book evaluates local conservation successes of global south in the climate milieu, as an empirical evidence of 'Bio-rights' of commons at community-ecosystem interface for sustainable intensification of nature's goods and services. Bio-rights is a right-based neo-economic conservation paradigm that compensates the opportunity costs incurred in conservation efforts by the marginal communities, living near globally important ecosystems and dependent on it for their livelihood, through payments from environment services. As such, the thesis examines methods that empower computers to tackle problems that necessitate intelligence when resolved by humans. AI encompasses the study of intelligent problem-solving behaviour and the development of intelligent computer systems. Additionally, the emphasis here is placed on data-driven AI instead of rule-based AI.The central issue addressed in this thesis pertains to the discrimination faced by People of Colour (PoC), exacerbated by healthcare AI and algorithms. As detailed in the subsequent chapter, research has demonstrated that PoC are treated differently by medical technology; discrimination based on the algorithmic use of ethnic factors is a pervasive problem in hospitals.

In recent years, there has been an upsurge in the number of forced displacements due to natural disasters, armed conflicts, and pandemics, which has favoured an increase in the number of temporary accommodations. Although the provision of shelter after an emergency situation is one of the priorities of humanitarian aid, the reality is that the conditions in which people live in a situation of forced displacement are absolutely precarious and overcrowded. Nowadays, this type of housing tends to have a short lifespan, deepening the environmental impact and the generation of waste. Likewise, added to this great problem is the linear economic system implemented worldwide, which also causes a high rate of waste.This investigation develops an eco-efficient design protocol that determines the basic premises in any emergency situation, therefore avoiding the precarious nature to which those in forced displacement are exposed. Moreover, the research investigates different constructive solutions that can respond to situations of natural catastrophes or humanitarian disasters where emergency housing is needed as well as the possible alternatives from the point of view of circular economy. Eco-efficient and environmentally correct solutions are sought, which can be adaptable to the different scenarios where emergency housing may be needed, thus creating a rapid, easy, functional, and environmentally correct architecture, adaptable to these types of situations.The study shows that the factors that characterize emergency architecture can be an example of where the issues around the sustainability factor are applied in a practical way. The main objectives of this study are to develop an eco-efficient design protocol which determines the basic premises in any emergency situation and to find eco-efficient and environmentally correct solutions, adaptable to different scenarios, which have similar climatic characteristics, and where emergency housing may be needed, thus creating a type of ephemeral architecture but sensitive to the user to whom it is intended and in accordance with the optimal conditions of habitability.

The objective of this Element is to provide an analysis of social protection from an economic perspective. It relies on tools and methods widely used in public and insurance economics and comprises four main section besides the introduction. The first section is devoted to the design of social protection programs and their political sustainability. The second section assesses the efficiency and performance of social protection programs, and of the welfare state as a whole. In the third section, the relative merits of social and private insurance are analyzed as well as the design of optimum insurance contract with emphasis on health and pensions. The last section focuses on the implications of asymmetric information that may lead governments to adopt policies that would otherwise be rejected in a perfect information setting.

Das Telenotarztsystem gewinnt seit Jahren stetig an Bedeutung in der präklinischen Notfallrettung und wurde bereits in unterschiedlichen Pilotprojekten deutschlandweit getestet. In dem Band wird das System, wie es im Landkreis Vorpommern-Greifswald mit dem Projekt Land|Rettung eingeführt wurde, kritisch betrachtet. Dafür wurden Einsatzdaten der Notfallrettung aus den Jahren 2015 bis 2020 in einem Prä-Post-Vergleich umfassend analysiert und zusätzlich die Kosten des Systems anhand der Projektumsetzung dargestellt. Zusätzlich wurden durch die Modellierung eines Warteschlangensystems die Gestaltungsmöglichkeiten (zentrale vs. dezentrale Koordination) des Telenotarztsystems und deren Vor- und Nachteile untersucht.
